FTC Red Flag Program Rules

To ensure customer identity protection under the Federal Trade Commission (FTC) Red Flag Rules that went into effect November 1, 2009 access to all utility accounts require verification by establishing identity. This includes but not limited to:

  • Account access
  • Account maintenance
  • New service
  • Adding authorized user

In order to access the account and establish identity, Utility Billing will require two of the following items from the customer.

  • Account Number
  • Service Address
  • Account Holder's Telephone Number
  • Social Security Number
  • Drivers License Number
